All Class 1 are to be loaded or discharged direct to motor vehicle which is then to depart the wharf area immediately. The maximum time that they can be held in the yard is 8 hours. On arrival at MetroPort they must be uplifted within 8 hours. Exceptions: Class 1.4S and 1.3G which can go into the yard for a maximum transit time of 24 hours.
Shipper's Responsibilities
This applies to all Class 1, except Class 1.4S and 1.3G, that are on a vessel whose length of cargo exchange at Tauranga Container Terminal, (TCT), will exceed 8 hours. The shipper must submit a transhipment application to ERMA for permission for the container to stay in the yard at TCT for the duration of the vessel's cargo exchange. The shipper needs to allow 10 working days for ERMA to process the application.

The general limits on location of class 1 substances are set out in the regulations as follows.

(2) Except where these regulations exempt quantities and types of class 1 substance from this requirement, a class 1 substance must not be
(a) at a transit depot; or
(b) at a designated transfer zone for more than
(i) 24 hours, in the case of substances of hazard classifications 1.4C, 1.4E, 1.4G, and 1.4S and of fireworks in hazard classifications 1.3G, 1.4G, and 1.4S that are controlled under the Hazardous Substances (Fireworks) Regulations 2001

1. Controls for Transhipment
1.2 The consignment shall comply with the provisions of the International Maritime Dangerous Goods Code (IMDG) for the stowage and packaging of explosives of these types (Smokeless powder, UN 0160, 1.1C), including provisions relating to packaging in Packing Method EP 14(b).
Tauranga Container Terminal Operational Requirements
1.3 The explosives container shall be removed from the ship on arrival (first cargo movement), stored in the transit area for Class 1.1C containers at the Port of Tauranga and reloaded on the ship immediately before departure (last cargo movement)
1.4 No other work is to be conducted on the vessel until such time as the explosives are removed from it.
1.5 Whilst the explosives container is being conveyed between the lifting crane and the transit holding area, no other wharf activities are to be carried out.
1.6 The container shall remain sealed and locked and not opened whilst in transit unless necessary in response to an emergency.
1.7 The vessel shall be worked in accordance with the approved Port of Tauranga operational programme for Class 1 containers and the Port of Tauranga Harbourmaster’s instructions, but subject to any additional or specific controls listed here.
1.8 In the event of any emergency occurring the ship’s master shall act in accordance with the Harbourmaster's instructions.
1.9 A contingency plan to deal with any such emergency shall be in place.
1.10 Any significant incident must be reported to ERMA New Zealand, Environment BOP (The Harbourmaster), Maritime Safety Authority and to Department of Labour.
The maximum quantity of 1.1C Smokeless Powder that can be held in the designated area is limited to 14,000kg.

Class 1.1 D
UN No's 0072, 0483, 0118, 0241, the Regulations for Class 1.1D do not apply to the transfer of an explosive substance in amounts equal to or less than 50kg.

2. Controls
2.1 The consignment shall comply with the provisions of the International Maritime Dangerous Goods Code (IMDG) for the stowage and packaging of explosives of these types.

2.2 The explosives container shall be removed from the ship on arrival (first cargo movement), stored in the transit area for Class 1.1C containers at the Port of Tauranga such that the isolation distances stipulated in control 6.7 are met, and reloaded on the ship immediately before departure (last cargo movement)
2.3 A copy of the Dangerous Goods Transport Form shall be provided to ERMA New Zealand prior to arrival of the vessel.

3. Tauranga Container Terminal Operational Requirements
3.1 The container must not be received concurrently with a shipment of Class 1.1C smokeless powder being present in this transit area.
3.2 No other work is to be conducted on the vessel until such time as the explosives are removed from it.
3.3 The vessel shall be worked in accordance with the approved Port of Tauranga operational programme for Class 1 containers and the Port of Tauranga Harbourmaster’s instructions, but subject to any additional or specific controls listed here.
3.4 Whilst the explosives container is being conveyed between the lifting crane and the transit holding area, no other wharf activities are to be carried out.
3.5 The storage area for the container shall have a 180m isolation distance from any public place, stores, warehouses and buildings in which any person is employed in any trade or business. This area (or any greater area) is to be fenced off to deny any access by the public. In addition, no work of any type shall take place in the open area within a 100m radius from the container, other than the placement and retrieval of the container.
3.6 The container shall have a barricade consisting of empty shipping containers placed end to end at a distance of 30m around the container. This is to prevent the intrusion of any vehicle, machinery or plant within 30m of the container.
3.7 The container shall remain sealed and locked and not opened whilst in transit unless necessary in response to an emergency.
3.8 The storage area shall be illuminated during the hours of darkness, and flagged during daylight hours with the appropriate warning indicating that explosives are held within.
3.9 The transit area shall be patrolled during the hours of darkness at least every two hours.
3.10 The local Police and Fire Service shall be notified of the duration and location of the storage site and shall be informed of the need for confidentiality while the explosive container is being stored.
3.11 In the event of any emergency occurring the ship’s master shall act in accordance with the Harbourmaster’s instructions.
3.12 A contingency plan to deal with any such emergency shall be in place, and a copy provided to ERMA NZ prior to the ship transiting the port.
3.13 Any significant incident must be reported to ERMA New Zealand, Environment BOP (The Harbourmaster), Maritime Safety Authority and to Department of Labour.

Diesel fuel, UN 1202, that is supplied in 20' ISO tanks to the vessel, by the shipping line, to run the 20' generators with a flash point of less than 65 degrees celsius, requires Class 3 documentation in order to be received into the TCT container yard.

Whether in transit or being loaded/discharged - Shipments are restricted to 400 tonnes, if containerised, and 25 tonnes, if break bulk or hold stowage. All Ammonium Nitrate being discharged at the wharves should be DMV but in practice 24 Hours will be allowed for removal.
